She is a Baller ~ Battle of the States was created to unite the best girls' flag football players from across the country in a celebration of talent, teamwork and community. This annual event serves as a platform to showcase the incredible skill and passion these athletes bring to the sport while fostering camaraderie and inspiring the next generation of players. 

Year after year, She is a Baller ~ Battle of the States continues to elevate the profile of girls' flag football, creating unforgettable experiences for players and fans alike.

MISSION STATEMENT

The mission of She is a Baller Battle of the States is to empower and inspire young female athletes by showcasing the best talent in girls' flag football. We aim to foster a sense of community, celebrate athletic excellence, and create opportunities for growth and recognition, all while advancing the visibility and impact of girls' sports on a national level.

Date: Friday, June 6 - Sunday June 8, 2025

Location: Chula Vista Elite Athlete Training Center (2800 Olympic Pkwy, Chula Vista, CA 91915)

Expected Attendance: 300 Participants (plus families & spectators)

Thursday, June 5, 2025

  • 3:00 pm: Team Check-in at the Visitors Center

  • 5:00 pm - 8:00 pm - Dinner at the Food Hall

  • 8:30pm - Meeting at the Olympic Tourch

Friday, June 6, 2025

  • 8:30 am - 10:30 am: Elite Battle Girl Testing by Les Spellman: NFL Combine Coach the best in the nation (Next to Field 7)

  • 11:00 am – 5:00 pm: Team Practices (meal and snack breaks in between)  

  • 6:30 pm - 8:15 pm - Opening Night Dinner & Ceremony with Lighting of Olympic Torch [ Sponsored by Solare Ristorante]

Saturday, June 7th 

  • 8:00 am - 6:00 pm:   Battle Girls Game Competition Junior and Seniors with breaks and meals in between (competing for a spot in Sunday’s Junior and Senior Game Championship) Field 5, Field 7

  • 8:00 am – 12:30 pm: Battle of the States Community Combine Girls ages 8-18 on Combine Field (next to field 7);

    Food and community vendors, DJ/music.

  • 8:15 pm – 9:15 pm: NIL Presentation, College Coaches Round Robin -inside the event center (will need credentials approved on Thursday to attend)

TOURNAMENT RULES

She is a Baller: Female Flag Football Tournament - Rules & Regulations Outline

This outline provides a general framework for the rules and regulations for a female flag football tournament. Specific leagues or tournaments may have variations, so it's crucial to finalize these details and communicate them clearly to all participants.

I. General Game Play

  • Field Dimensions:

    • Typically 50-70 yards long by 20-30 yards wide.

    • Includes two 10-yard end zones.

  • Team Size:

    • Most common is 5 players per side on the field (5-on-5).

    • Roster size limits should be specified (e.g., maximum 10-12 players per team).

  • Game Duration:

    • Two halves, typically 20-25 minutes each (running clock).

    • A short halftime break (e.g., 2-5 minutes).

    • Clock stops only for timeouts, injuries, or specific scoring plays (e.g., last 2 minutes of the second half).

  • Starting Play:

    • Coin toss determines first possession.

    • Teams start possession at their own 5-yard line after a change of possession, score, or turnover.

  • Scoring:

    • Touchdown: 6 points

    • Extra Point (from 5-yard line): 1 point

    • Extra Point (from 10-yard line): 2 points

    • Safety: 2 points (and possession to the defending team)

II. Offense

  • Downs:

    • Teams have four (4) downs to cross midfield.

    • If midfield is crossed, they get another four (4) downs to score a touchdown.

    • Failure to cross midfield or score results in a turnover on downs at the spot of the ball.

  • Line of Scrimmage:

    • All offensive players must be on or behind the line of scrimmage at the snap.

    • Only the center can snap the ball.

  • Passing:

    • Only one forward pass per down.

    • A pass must be thrown from behind the line of scrimmage.

    • All players are eligible receivers (unless specified otherwise).

    • Incomplete pass: Ball returns to the previous line of scrimmage, next down.

  • Rushing (Running with the ball):

    • The quarterback (QB) cannot directly run with the ball past the line of scrimmage unless a blitz is called (see Defense section).

    • Hand-offs, laterals, and pitches are allowed behind the line of scrimmage.

    • Once the ball crosses the line of scrimmage, it cannot be handed off or pitched forward.

  • No Blocking:

    • Offensive players cannot block defenders. They must avoid contact.

    • Screening (positioning oneself to impede a defender without initiating contact) may be allowed, but clear rules on this should be defined to prevent illegal blocking.

  • Dead Ball:

    • Play is dead when:

      • A flag is pulled from the ball carrier.

      • The ball carrier's knee or any part of their body (other than hands/feet) touches the ground.

      • The ball carrier runs out of bounds.

      • An incomplete pass.

      • A score is made.

      • A fumbled ball hits the ground (ball is dead at the spot of the fumble, no change of possession).

III. Defense

  • Flag Pulling:

    • A "tackle" is made by pulling one flag from the ball carrier's belt.

    • Flags must be worn correctly (no tucking, no clothing obstruction).

    • Defenders cannot hold or push the ball carrier to pull a flag.

  • Rushing the Passer (Blitzing):

    • Typically, a "rush count" is enforced (e.g., 7 seconds, or a designated "blitzer" from a certain distance).

    • If a rush count is used, the QB can run after the count is reached.

    • If a designated blitzer is used, only that player (or players) can rush the QB.

    • Rules on how many players can blitz per down should be clear.

  • Interceptions:

    • If a defender catches a forward pass thrown by the offense, it's an interception.

    • The play continues, and the defender can advance the ball.

    • If the defender's flag is pulled during the return, the ball is dead at that spot.

    • If the defender scores, it's a touchdown for the defense.

IV. Penalties

  • Common Offensive Penalties:

    • False Start (5 yards)

    • Offsides (5 yards)

    • Illegal Motion (5 yards)

    • Illegal Forward Pass (5 yards from spot of foul, loss of down)

    • Flag Guarding (5-10 yards from spot of foul, loss of down) - This is a crucial rule in flag football.

    • Illegal Blocking (10 yards from spot of foul, loss of down)

    • Pass Interference (10 yards from previous spot, automatic first down)

  • Common Defensive Penalties:

    • Offsides (5 yards)

    • Illegal Flag Pull (5 yards from spot of foul, automatic first down) - Pulling a flag before the ball carrier has possession.

    • Illegal Contact (10 yards from previous spot, automatic first down) - Pushing, holding, or tackling.

    • Pass Interference (10 yards from previous spot, automatic first down)

    • Illegal Rush (5 yards from previous spot, automatic first down) - Rushing before the count or by an ineligible player.

V. Sportsmanship & Fair Play

  • Respect: All players, coaches, and spectators are expected to show respect for opponents, teammates, officials, and the rules of the game.

  • No Taunting/Abuse: Taunting, trash talk, or any form of verbal or physical abuse will not be tolerated.

  • Official's Authority: All decisions by game officials are final. Disputing calls disrespectfully may result in penalties or ejection.

  • Player Safety: Emphasis on safe play and avoiding unnecessary contact.

VI. Tournament Specifics

  • Tie-Breaking Procedures: Clearly define how ties are broken in pool play and during playoff games (e.g., head-to-head, points differential, coin toss).

  • Forfeits: Rules regarding forfeits and their impact on standings.

  • Protests: Procedures for protesting a game or official's ruling (if allowed).

  • Equipment: Requirements for player equipment (e.g., flag belts provided, no pockets, cleats allowed/disallowed).

  • Coaching Boxes/Sidelines: Rules for coaches and non-playing personnel.
